You navigate to central admin and to your surprise and dissapointment you see the above message! Good on you for not running the config wizard your brave soul!

If like me you utilise Infopath form services for nice browser based forms the error below can cause a bit a raised eyebrow. If you have not run the SharePoint configuration wizard the state service (which is required for Infopath forms) is not provisioned. This could be a bit of a pain. No fear, PowerShell will save the day again! You can resolve the issue and get your web applications ready for infopath development by running the following script.

This also enables browser based forms (This used to be a tick box in central admin) as well as creating the State service application and the database.
